Holly E. Courtney, Partner / Michael Best
Holly concentrates her practice on labor and employment disputes and counsel. As a litigator, she mounts forceful and persuasive defenses before federal and state courts and administrative agencies on behalf of employers. As an advisor, she helps management develop and maintain compliant employee policies.
Holly’s focus includes issues related to:

Holly came to Michael Best as a summer associate. Before joining the firm, she was a judicial intern to the Hon. David T. Prosser, Jr. with the Wisconsin Supreme court and later to the Hon. Richard J. Sankovitz of the Milwaukee County Circuit Court. She has also served as a mediator in the Milwaukee County Circuit Court Small Claims Division.
Devin S. Hayes, Senior Associate / Michael Best
Devin is an Associate in the firm’s Labor & Employment Relations practice, focusing on risk avoidance and employer defense.
He frequently represents employers in administrative proceedings and state and federal court litigation involving wage and class actions, discrimination allegations, FMLA actions, OSHA disputes, and non-compete actions. Devin has experience representing clients before agencies including the Wisconsin Equal Rights Division, Illinois Human Rights Commission, Equal Employment Opportunity Commission, Occupational Safety and Health Administration, as well as appeals to the Labor and Industry Review Commission.
Devin also regularly counsels clients on day-to-day employment matters, including employee discipline, performance, unemployment, employee and contractor
classification and exemption, and much more. Additional experience includes ADA accommodations, immigration law compliance, severance agreements, employee handbook reviews, and onsite training for employment law compliance and sexual harassment. He also provides supervision and management training on all aspects
of employment law.
Prior to joining Michael Best, Devin worked for Milwaukee Public Schools where he assisted with developing employment policies and conducting legal research for district issues related to Wisconsin Act 10, Fair Labor Standards Act (FLSA), and FERPA. He also advised on union matters including collective bargaining and grievances, assisted with disciplinary matters, and led internal investigations.
